হইবে যে তাঁহার রাজত্বকালে রাজপ্রভুত্বের পরিবর্ত্তন হইয়া সাধারণ প্রভুত্বের নিয়ম সংস্থাপিত হয় অতএব যিনি রোমের শেষ রাজা ছিলেন তাঁহার প্রতি সর্ব্বপ্রকারে গ্লানি করা একপ্রকার রােমীয়েরদের ব্যবহারই হইল। যুদ্ধ বিষয়ে যে তিনি অতিবিজ্ঞ ছিলেন এবং নগরের সৌষ্ঠবের বিষয়ে সর্ব্বপ্রকারে তাঁহার পিতামহের কল্প সিদ্ধরকণার্থ উদ্যোগী ছিলেন ইহাতে কিছু সন্দেহ নাই কিন্তু যুদ্ধকার্য্য ও সরকারী অট্টালিকাদি নির্ম্মাণ টাকা অপেক্ষা করে এবং ঐ টাকা সংগ্রহকরণার্থ লোকেরদের উপরে কর বসাইতে হইল। ইহাতে সুতরাং তাহারা অত্যন্ত অসম্মত হইল এবং যে পুরুষানুক্রমিক কুলীনেরদিগকে রাজা দমন করিতে উদ্যোগী ছিলেন তাঁহারা সাধারণ লােকের উত্তেজনারূপে অগ্নিতে তৈল দিতে লাগিলেন। ইতিহাসবেত্তারা লেখেন যে রোমান লোকেরা এতদ্রূপ জ্বলনোদ্যত হইতে২ টারক্বিনের এক পুত্রের লাম্পট্য সফুলিঙ্গ তাহাতে লাগিয়া একেবারে তাবৎ রাজনিয়ম ভস্মসাৎ হইল।
