ক্ষমতা ভোগ করিলেন এবং তৎসময়ে রাজ্যের মূল ব্যবস্থার সম্পূর্ণ মতেই রূপান্তর করিলেন। তিনি যে সকল ব্যবস্থা করেন তাহার অভিপ্রায় যে লোকেরদের ক্ষমতা হৃাস ও রাজসভ্যেরদের ক্ষমতা বৃদ্ধি হয়। ঐ রাজসভ্যের দের সঙ্খ্যা তাঁহার ও মারিয়সের আজ্ঞাকৃত বধেতে অতি অল্প হইয়াছিল অতএব তিনি নাইট অর্থাৎ অশ্বারূঢ়েরদের শ্রেণীহইতে ব্যক্তি লইয়া রাজসভ্যেরদের সঙ্খ্যা পূর্ণ করিলেন। ব্যবস্থা প্রস্তাবকরণের যে ক্ষমতা লোকেরদের ত্রৈব্যুনের ছিল তাহা উঠাইয়া তাঁহারদের গৌরব একেবারে শূন্য করণার্থ এই আজ্ঞা দিলেন যে লোকেরদের ত্রৈব্যুনী পদে যে ব্যক্তি নিযুক্ত হন তিনি আর কোন উচ্চ পদ প্রাপ্ত হইতে পারিবেন না। নাইট অর্থাৎ অশ্বারূঢ়ের শ্রেণীর মোকদ্দমা বিচারকরণের যে পরাক্রম ছিল তাহা তাঁহারদের স্থানহইতে লইয়া রাজ্যসভ্যেরদিগকে পুনর্ব্বার অর্পণ করিলেন। ইত্যাদি নানা নিয়মের
