দ্বারা তিনি রাজসভ্যেরদিগকে পূর্ব্ববৎ ক্ষমতপন্ন করিলেন কিন্তু ঐ রাজসভ্যেরদিগকে পূর্ব্ববৎ প্রতাপান্বিত করিতে তাঁহার শক্তি হইল না। তৎসমকালীন সরকারী ও ভিন্ন লোকেরদের ভূমি হরণ করিয়া স্বীয় অনুগত লক্ষ সিপাহীরদিগকে বিতরণ করিলেন এবং ঐ সকল ব্যক্তি যাহা পাইল সে কেবল সিল্লার অনুগ্রহেই এই প্রযুক্ত ইহারা অন্যাপেক্ষা সিল্লার পৌষ্টিকতাকারী হইল।
