Culturally and economically, Manbhum is in no way inferior to any other part of Bihar, and the It is no reason why it should be classed as backward. In the backward districts, Govern ment did not at first grant the franchise of elected Chairman in their District Boards. But on reconsideration Guvernment was pleased to allow this concession to the District Board of Manbhum. If one, Sir, is compelled to remain backward by a statute enacted long long ago, he will have to remain so for ever is a funny thing. Thero is no justification to keep a part of this province tied down as backward merely for the sake of a minority community-I mean the aborigines-who are also giving signs of walking abreast with other people of the province and in future proper opportunities being given they are certainly not to lag behind of other people, I do not find what harm there can be if the stigma of backwardness is removed from the forehead of Chota Nagpur.
