I want a specific answer as to whether the speech has made any change in the attitude of the countries which were supporting us previously. SARDAR SWARAN SINGH: Sir, no change in the attitude of any such countries about which the hon. Member has mentioned has come to our notice. None of those countries has said that it has changed its appreciation of the situation or its attitude towards this problem. As a result of this speech no one has communicated to us any change to that effect. শ্ৰী পীতাম্বর দাসঃ মহোদয়, একটি ছোট্ট কথা আমি জিজ্ঞেস করব। চীন আমাদের প্রতিবেশী, পাকিস্তানও আমাদের প্রতিবেশী। প্রতিবেশীর সম্পর্ক বজায় রাখা নিজের জন্য লাভজনক হয় এবং সকলেই চায় ভাল সম্পর্ক থাকুক এটাই স্বাভাবিক। আমাদের দুর্ভাগা প্রতিষ্ঠাকাল হতে পাকিস্তানের সংগে আমাদের ঐকান্তিক প্রচেষ্টা সত্বেও সম্পর্ক ভাল হচ্ছে না। পাকিস্তান আমাদেরকে একনম্বর শত্রু বলে অভিহিত করেছে। এবং যখনই সুযোগ পেয়েছে আমাদের বিরুদে প্রচারনা চালিয়ে যাচ্ছে। চীনের সংগে আমাদের মিত্রতার সম্পর্ক ছিল আর এমন দিনও এলো যখন সে সম্পর্ক ছিন্ন হলো। ১৯৬২ সালে আমাদের ওপর যখন আক্রমন করা হয় তখন এই পরামর্শ দেয়া হয়েছিল যে চীনা আক্রমনের কালে পাকিস্তানের সংগে যে কোনভাবে মিত্রতার সম্পর্ক গড়ে রাখা হোক কেননা দুই প্রতিবেশীর সংগে যুগপৎভাবে বিবাদ করা বুদ্ধিমানের কাজ নয়, সেটি কারও কাম্যও নয়। এতদূর পরামর্শ দেয়া হয়েছিল যে যদি পাকিস্তানকে কাশ্মির দিয়েও খুশী করা যায় তবু ভাল কেননা চীনের সংগে বিবাদ আছে। অতঃপর যখন পাকিস্তানের সংগে আমাদের বিসম্বাদ শুরু হল তখন এতদুর বলা হল যে আকসায়ে চীন সম্পর্কেও আলোচনা করা হোক। আমি একথা বলছিনা যে, কেউ চিনকে আকসায়ে চীন দিয়ে দিতে বলছে (I do not go that length) হ্যা, আকসায়ে চীন প্রশ্নে দ্বিপক্ষীয় আলোচনায় যদি কাজ চলে তবে সম্পর্কে পুনরুদ্ধারের জন্য সেটি অত্যন্ত ভাল কাজ হবে। এই পরামর্শ রাখা যায়। অতএব আমি বলতে চাই, এই দুই প্রতিবেশির মধ্যে চীনের সংগে যখন আমাদের বিরোধ বাধে তখন কিছু না কিছু নিয়ে দিয়ে পাকিস্তানের সংগে চলুন, আর যখন পাকিস্তানের সংগে বিরোধ আসন্ন তখন চীনের সংগে আপোষ করে সম্পর্ক রেখে চলুন। আমরা যখন এই আবর্তে পরে গেছি। তখন তা থেকে বেরোনোর জন্য আমাদের বিদেশী মন্ত্রী কি ভাবছেন এবং কি তার পরামর্শ? SARDAR SWARAN SINGH: Sir it is not our policy that we should surrender any of our vital positions in our effort to improve relations. In fact, relation can be improved and normalized without giving up any position and it is wrong approach..... SHRI PITAMBER DAS: That would be a matter of opinion. SARDAR SWARAN SINGH: A matter of decision- decision by Government and by Parliament. Vitality can always be decided by discussion. This is the process of discussion. And it is wrong to suggest that at any time we had ever contemplated or tried to improve our relation with Pakistan by giving up our position on Kashmir. It is absolutely an unjustified suggestion. We never contemplated that. We always regard Kashmir as an integral part of India. There has been no deviation on that issue at all. Even now if we want to improve relations with China people in India want to live in peace and good neighborly relations. Governments have their own attitudes; Government can change their attitude also. But, basically, our attitude or objective in relation to our neighbors, whatever our present difficulties, is clear: this should be to normalize
