ԳՏ8 বাংরাদেশের স্বাধীনতা যুদ্ধ দলিলপত্রঃ দ্বাদশ খন্ড পাকিস্তানী সৈন্যদের বিরোধিতা করল, মোকাবেলা করল, সংঘর্ষ হলো, যুদ্ধ হলো। এ কথাও সত্যি যে পাকিস্তানী শক্তি বহুদিন যাবত এদেরকে দাবিয়ে রাখার ফলে এরা সফল হতে পারেনি। তারা কিছুটা পিছিয়ে পড়ে এবং সৈন্যদের দ্বারা যখন তাদের ওপর বর্বরতাপূর্ণ হামলা হল তখন আমাদের দেশে আরও শরণার্থী আশ্রয় নিল। এরূপ অবস্থাতেও তাদের ওপর গুলি চলল। কিছু লোক পালিয়ে এসে পড়ল এখানে। আমি বলেছি আন্তর্জাতিক নিয়মানুযায়ী এর প্রতিবাদ পাকিস্তানে পাঠানো হয়েছে। সংসদকে আমি প্রত্যায়িত করতে চাই সীমান্তে আমাদের যে সীমান্ত রক্ষী বাহিনী রয়েছে তারা আমাদের সীমান্ত রক্ষার জন্য পর্যাপ্ত এবং যখনই প্রয়োজন হবে তারা অনুপ্রবেশ রুখবার জন্য পদক্ষেপ নেবে। শ্রী রাম সহায় পান্ডেঃ আমি প্রতিরক্ষা মন্ত্রী মহাশয়ের কাছে জানতে চাই, আসামের মুখ্যমন্ত্রী বিধান সভায় যে বিবৃতি দিয়েছিলেন তা তাঁর দৃষ্টি কি-না, বিবৃতিতে বলা হয়েছিল, করিমগঞ্জ সেক্টরে পাকিস্তানী সৈন্যের বিরাট সমাবেশ হচ্ছে। সৈন্য সমাবেশের ফলে সেখানে যে বিপদের সম্ভাবনা দেখা দিয়েছে সেদিকেও তিনি ইঙ্গিত করেছিলেন। এসব যদি সত্য হয় তবে ওই প্রশ্নই আমি দ্বিতীয়বার উচ্চারণ করতে চাই যে রক্ষী বাহিনীর স্থলে আপনি কি নিয়মিত বাহিনী পাঠানোর ব্যবস্থা নেবেন? শ্ৰী জগজীবন রামঃ আমি বলেছি গত পরশু আমি নিজে করিমগঞ্জে ছিলাম সেখানে আগত রাখছে। সীমান্ত ফাঁড়িতে সৈন্য রাখতে হলে অলপ সৈন্য রাখা যায় না। কমপক্ষে হলেও তাদেরকে এক কোম্পানী কিংবা তার কাছাকাছি সংখ্যায় রাখতে হবে কেননা, আগাগোড়াই তাদের সামনে এই বিপদ লেগে রয়েছে বাংলাদেশের দেশপ্রেমিক লোকেরা তাদের প্রতিরোধ করতে থাকবে। এজন্য পাকিস্তান সীমান্ত ফাঁড়িতে সৈন্য রাখতে গেলেই পর্যাপ্ত সংখ্যায় রাখে। তার সার্বক্ষণিক আশঙ্কা হচ্ছে বাংলাদেশের দেশপ্রেমিক জনগণ যারা নিজেদের স্বাধীনতার জন্য অকুতোভয় তারা চুপ মেরে বসে থাকবে না। আমি বলেছি, আমাদের সীমান্তের অপর দিকের কয়েকটি বিরোধী দেশের সৈন্যদের তৎপরতা চলছে সেদিকে সর্বক্ষণ আমার দৃষ্টি রয়েছে আর আমাদের সীমান্তের এদিকে আমি জরুরী ব্যবস্থা নিচ্ছি। SHRI S. M. KRISHNA : Sir, the Hon'ble Defense Minister has grudgingly conceded that feverish activities, almost on a war footing, are taking place on our borders. I would like to know from the Hon'ble Minister if it has come to the notice of the Ministry that the regular Pakistani army have replaced the Pakistani Rangers who were on the borders. Secondly, the digging of trenches and construction of bunkers have been going on a war footing on the eastern sector. And added to it, there is the recent pronouncement of the Martial Law Administration, clamping night curfew in a fivemile belt all along the border, compelling the civilians to evacuate, so that army personnel could take over those areas. So, in view of all these activities, I would like to have an assurance from the Hon’ble Defense Minister, to the nation, that the borders would be adequately taken care of and all those activities would be met with equally forceful activities from our armed forces. SHRIJAGITVVAN RAM: I have nothing new to add. As I have said, so far as the western Sector of Pakistan is concerned, there has been no unusual movement on that side. When the Pakistan armies are posted near the border, in the normal course, there are certain movements; there are certain repairs of their bunkers or roads on that side of the border. That does not cause much anxiety. So far as the eastern border is concerned, there has been concentration of Pakistani army there and on the eastern border, as the House is aware, East Pakistan Rifles were guarding the border between India and East Bengal.
