Ե ԳՏ বাংরাদেশের স্বাধীনতা যুদ্ধ দলিলপত্রঃ দ্বাদশ খন্ড বলতে হচ্ছে, বাংলাশের ক্ষেত্রে এই তিনটি ফ্যাক্টরই বিদ্যমান থাকা সত্ত্বেও আমেরিকা সেখানে কিছু করছে না। সেখানে গণহত্যা চলছে, পাকিস্তানের আধিপত্যবাদী মনোভাবের দারুন, তাদের অত্যাধিক শোষণে অর্থনৈতিক বৈষম্যের পাহাড় রচিত হয়েছে এবং সেখানকার সাত কোটি জনতা পাকিস্তানের বিরুদ্ধে লড়াই করছে। এরুপ অবস্থায় আমেরিকা আমাদেরকে প্রতিরক্ষায় লাঘব করার উপদেশ দিচ্ছে, অন্যদিকে সে পাকিস্তানকে সর্বাধুনিক সমরাস্ত্রে সজ্জিত করার প্রয়াস পাচ্ছে। শুধু তাই নয়, সম্প্রতি আমাদের বিদেশ মন্ত্রী কোন লাভ হয়েছে কিনা, তবে মার্কিন সিনেটর ফ্রাঙ্ক চার্চ এ কথার রহস্য উদঘাটন করেছেন যে, প্রেসিডেন্ট নিক্সনের আদেশের ৩ কোটি ৫৫ লক্ষ ডলার মূল্যের সমরাস্ত্র পাকিস্তানে পাঠানো হচ্ছে। এখানেই শেষ নয়, ১৯৭২ অর্থ বছরে আমেরিকা অন্যান্য দেশে অস্ত্র সহায়তা কিংবা এ জাতীয় সহায়তাদানের যে পরিকল্পনা তৈরী করেছে তার মধ্যে বেশীর ভাগ, -প্রায় ৫২ কোটি ডলারের সমরোপকরণ পাকিস্তানকে দেয়া হবে। এমতাবস্থায় আমি জানতে চাই মার্কিন প্রেসিডেন্টের বিশেষ দূত হেনরী কিসিঞ্জার ভারতে এসে প্রধানমন্ত্রী, বিদেশমন্ত্রী, প্রতিরক্ষা মন্ত্রী এবং সেনাবাহিনী প্রধানের সঙ্গে কি আলোচনা করেছেন? মার্কিন দূতের আলোচনার বিষয়বস্তু সম্পর্কে সংসদ এবং সমগ্র দেশকে অন্ধকারে রাখা হয়েছে- তিনি কি ভারত সরকারকে কোন প্রকার আশ্বাস দিয়েছেন যে ভবিষ্যতে এরূপ কিছু করা হবে না কিংবা বাংলাদেশের স্বাধিনতা সংগ্রামের অনুকূলে পাকিস্তানের ওপর প্রভাব বিস্তার করা হবে? এরূপ কোন কথা কি তিনি বলেছেন ?.... SHRI SWARAN SINGH: I agree with the first part of his speech in which he has analyzed the situation and voiced the concern of the country and of the House about the continued supply of arms by the US Government to Pakistan. At the end, he has asked two or three specific questions to which I will confine my replies. First of all, he asked whether any assurance that the US would not supply arms to Pakistan was given by Dr. Kissinger when he was here in Delhi. I would like to say that Dr. Kissinger was on a fact-finding mission and he did not give any assurance of that type. SHRIINDRAJIT GUPTA (Alipore): Did he ask for any such assurance? SHRI SWARAN SINGH: We have asked at a level much higher than Dr Kissinger’s for such an assurance, but it is not forthcoming. SHRI INDRAJ IT GUPTA: What kind of facts did he find out here? SHRI SWARAN SINGH: It is for him to answer, not from me. SHRI SAMARGUHA (Contai): Did the Minister acquaint the House with the dialogue? SHRI SWARAN SINGH: The second question was whether Dr. Kissinger had said that he would exercise any pressure on Pakistan to discontinue the military action in Bangladesh. SHRIP. K. DEO (Kalahandi): Is the Minister satisfied? SHRI SWARAN SINGH, I am not satisfied at all. This matter had been taken up very strongly by us with the US Government in Washington, and thy have been saying that they would take the matter up with Pakistan, but we will not accept it unless there is any result. On the other hand, the atrocities in
