But this is hardly surprising if we observe that only 32 % of Pakistan's imports during this period came into East Pakistan. Whilst the structure of imports and duties also contributes to the difference in customs yields the volume of imports coming into a region remains a fair guide for how much will be collected there in duty, East Pakistan has always claimed that it was denied its due share of its own export earnings plus 55% of foreign aid and loans.
