used to remain passive and neutral for
fear of political reprisals or
victimization could also exercise the
right of franchise under the
present tranquil atmosphere.

larger number because of the
proximity to polling centers and the

elimination of women tensors.

conscious of their political rights to a

certain level. Their consciousness was
further aroused by planned and sustained
publicity campaign launched by the
Bureau of National Reconstruction, with
the help of officials and leading non-

unique Basic Democracies Scheme.
