Mr. Mohiuddin Ahmed (3rd April, 1957): Sir, I beg to move that this Assembly is of opinion that Government of East Pakistan should represent to the government of Pakistan for taking suitable steps for providing full Regional Autonomy for East Pakistan leaving the following subjects only to be the concern of the Centre:
(1) Currency,
(2) Foreign Affairs, and
(3) Defense
Mr. Syed Quamrul Ahsan: I beg to move the amendment of which notice has already been given.
This Assembly is of opinion that the Government of East Pakistan should represent to the Government of Pakistan the necessity of making regional autonomy as envisaged in the Constitution a reality.
Mr. A. K. Rafiqul Hossain: Sir, I beg to move by way of amendment that form the words “Full up to (3) Defense” in the resolution moved by Mr. Mohiuddin Ahmed be omitted and the following be substituted:—
"autonomy to the Provinces with a view to better and more effective administration considering the geographical peculiarly between the two regions of Pakistan and for setting up an independent commission consisting of Federal and High Court Judges to determine the extent of autonomy necessary for the purpose so that the solidarity and integrity of Pakistan cannot be at jeopardy."
Mr. Mohiuddin Ahmed: মিষ্টার স্পীকার, স্যার আমি এখানে যে প্রস্তাবটা উত্থাপন করেছি তার জন্য আমি নিজেকে গৌরবান্বিত মনে করছি। তার কারণ গত ১৯৫৪ সালে যে নির্বাচন হয়ে গিয়েছে এবং যার মারফৎ একটা প্রতিক্রিয়াশীল যুগের অবসান ঘটিয়ে নবযুগের সূচনা করেছিলাম সেই যুক্তফ্রণ্টের ২১ দফার ভিতর সর্বশ্রেষ্ঠ যে দফা ছিল সেটা হল প্রাদেশিক স্বায়ত্তশাসন।.... এটা পূর্ব পাকিস্তানের জনগণের একমাত্র দাবী নয়, এটা সমস্ত পাকিস্তানের গণতান্ত্রিক শক্তির দাবী। মিঃ স্পীকার, স্যার, আজকে পূর্ব পাকিস্তানের এই দাবীকে বানচাল করার জন্য বহু রকমের ষড়যন্ত্র, বহু রকমের প্রচার বিভিন্ন দিক থেকে হচ্ছে। আমরা জানি গত ৯/১০ বৎসর পর্যন্ত পূর্ব পাকিস্তানের প্রতিনিধিত্বের নামে পূর্ব পাকিস্তানকে গুটি কয়েক একচেটিয়া মুনাফাখোরের হাতে লুণ্ঠনের ক্ষেত্র হিসাবে তুলে দিয়েছিল এবং আজকে পূর্ব পাকিস্তানকে লুণ্ঠন করার অবসর ও সুযোগ থেকে বঞ্চিত হওয়ার জন্য কতিপয় লোক দেশের ভিতর বিভ্রান্তি সৃষ্টি করছে। তারা বলছে পূর্ব পাকিস্তানের এই প্রাদেশিক স্বায়ত্তশাসনের অর্থ হচ্ছে পাকিস্তান থেকে পূর্ব পাকিস্তানকে বিচ্ছিন্ন করা। এ কথা নূতন কথা নয়। এ কথা আমরা স্বাধীন হওয়ার পরে মুসলিম লীগ যখন ক্ষমতায় আসে তখন থেকেই শুনে আসছি। আমরা গত নির্বাচনে যখন যুক্তফ্রণ্ট মারফৎ পরিষদে প্রতিযোগিতা করেছিলাম তখন আমাদের বিরুদ্ধে কতিপয় লোক ও রাজনৈতিক প্রতিষ্ঠান প্রচার করেছিল
