 এইবার বুলেটিন থেকে দুই একটি অংশ উদ্ধৃত করে চিঠি শেষ করব:

 The imperialist policy of the Czarist generals, after the conquest of Azerbaijan, consisted in converting the districts, inhabited by Mahommedans into colonies, destined to supply raw material to the central Russian markets.

 মনে আছে অনেককাল হল, পরলােকগত অক্ষয়কুমার মৈত্রেয় একদা রেশমগুটির চাষ প্রচলন সম্বন্ধে উৎসাহী ছিলেন। তাঁরই পরামর্শ নিয়ে আমিও রেশমগুটির চাষ প্রবর্তনের চেষ্টায় নিযুক্ত ছিলুম। তিনি আমাকে বলেছিলেন, রেশমগুটির চাষে তিনি ম্যাজিস্ট্রেটের কাছ থেকে যথেষ্ট আনুকূল্য পেয়েছিলেন। কিন্তু যতবার এই গুটি থেকে সুতাে ও সুতাে থেকে কাপড় বােনা চাষীদের মধ্যে চলতি করবার ইচ্ছা করেছেন ততবারই ম্যাজিস্ট্রেট দিয়েছেন বাধা।—

 The agents of the Czar's Government were ruthlessly carrying out the principle of ‘Divide and Rule’ and did all in their power to sow hatred and discord between the various races. National animosities were fostered by the Government and Mahommedans and Armenians were systematically incited against each other. The ever-recurring conflicts between these two nations at times assumed the assured the form of massacres.

 হাসপাতালের সংখ্যা নিয়ে বুলেটিন-লেখক লজ্জা স্বীকার করেছেন বটে, কিন্তু একটা বিষয়ে গৌরব প্রকাশ না করে থাকতে পারেন নি:

 It is an undoubted fact, which even the worst enemies of the Soviet cannot deny: for the last sight years the peace between the races of Azerbaijan has never been disturbed.
