( lowing Extract, para. 3 of a Dispatch from the IIonourable Court of Directors, in the Judicial Department, No. 9 of 1845, be published for the information and guidance of the Officers of the Government : “You have brought to our notice that this “ Gentleman has been so ill advised as to print “ and circulate the Memorial on the subject, “ which he has addressed to us, together with “copies of official documents therein referred to. “The appeal thus, to u certain extent, male to “ the public, on a question under reference through “ the Government for our decision, is most re“preliensible, and the publication of records to “ which an Officer has access for the performance “ of his duty, but not for private purposes, is a “hreach of official trust, which we consider it our “ duty to reprobate. That there are many exam“ ples of this practice, and that some of them “ have been passed unnoticed, is all extenuation, “ though not a justification in this particular case ; “but we desire that you will issue such orders as “may prevent any similar irregularity hereafter.” All Members of the Public Service have full liberty to address the lIonourable Court on the subject of their personal grievances, and to annex to their Memorials any official documents which they unay consider necessary for their purpose ; but the printing or circulation of such Meunorials or 1)ocuments is strictly prohibited.
