In order to enable the Court to judge of the sufficiency or otherwise of the reasons given for the withdrawal of suits from the Courts of the uncovenanted Judges, the Court deem it expedient to prescribe as a general rule, that a report shall be made to them whenever a Zillah or City Judge, for any cause tending tó simpeach the impartiality of the Officer before whom the suit was instituted, shall avail himself of the power vested in him by Section 2, Act IX. 1844. 2d. This rule is not intended to apply to cases withdrawn on grounds specifically declared by law to form a bar to the trial of a suit by any uncovenanted Judge, though the Zillah Judge should in every such case satisfy himself tliat the circumstance alleged as a bar is correct in fact.
