It remains to be considered in the third place, whether the increased charge can be provided in whole or in part, by reductions in other departments. 6. And first with regard to the proposed abolition of the office of Stamp Darogah. நன 7. As to the expediency of this measure much difference of opinion prevails. The Commissioners of Patna and Ducca are against it, and the late Countnissioner of Moorshedabad, Mr. Jackson, thinks that it can be only partially effected. On the other hand the Commissioners of Cuttack, Jessore and Bhaugulpore are in its favor. The Collectors are nearly equally divided. The Board are of opinion that the weight of authority, of sound judgment, and practical experience is on the side of abolition, and they therefore give it their support. They observe that in some districts (as Cuttack, Backergunge and Rajshahye) the duties of the Office are now performed by the Treasurer, and they see no reason to doubt that they might be conducted by the same agency, with equal facility in other IOıstı icts. 8. The situation of Interest Mohirir has, it appears, been already abolished in several Districts and in some of those where it has been retained, the services of the incumbent are said to be absolutely necessary to the efficiency of the Collector's establishment. The Board will recur to this subJect before closing their report, but they may here remark that the duties of the situation having ceased, the situation itself necessarily becomes liable to reduction, and the amount of the salaries may fairly be reckoned as an available asset for meetIng the additional expence to be incurred on account of the Treasurers. 9. The Accountant General influenced by the objections of the late Revenue Accountant, Mr. Dorin, has not recommended the absorption of the separate Treasuries of the Judges and Magistrates in those of the Collector, but as this measure is strongly urged in the Memo. (by Mr. Grant) annexed to his letter, and is there suggested as a means for providing in part for the increased phy of the Collectors' Treasurers, it necessarily comes under consideration together with his own propositions. The opinions of almost all the Officers who have adverted to the subject, are in favor of the abolition of separate Treasuries. The Commissioners are unanimous in advocating it. Mr. Dorin's objections, it will be observed, have reference especially to the Magistrate's Office, he thinks that [Government Gazette, 29th June, 1847.] (. «وه ) ३*r११ बांटणद्र $ ब्रांडूकाiद्रि कfङ्गिr**ह ** मङ्गङ्गी ८य CC BBBm mB LLLLLL D DDS BBB BDDTDD BBBHBBD LDDD DDD BBB BBBB BuDD मादएद लिथिप्णन छाशह ठूषक । १ गयो । फूकोक्लड ड्दा टिदछन्न क्लटिङ्ग श्रदनिर्दे থাকিল যে এই নিয়মে যে খরচের বৃদ্ধি হইবেক তাহ সমুদয় অথবা তাছার কিয়দংশ অন্যান্য সিরিশতার ব্যয় কমানেড়ে পোষাণ যাইতে পারে কি ন! । ৬ দফা । এবং প্রথমে ইষ্টাম্পের জারোগার পদ রহিত হওনের যে প্রস্তাব হইয়াছে ভদ্বিষয়ে লিখিা যে । ৭ । এই নিয়ম উপযুক্ত কি না তদ্বিষয়ে নানা কর্মকারকের নানা মত আছে । পাটনা ও ঢাকার কমিস্যনর সাহেবের ইহার বিরুদ্ধ আছেন এবং মুরশিদাবাঙ্গের পূর্বের কমিস্যনর খ্ৰীযুত জাকসন সাহেব বোধ করেন যে তাহ কেবল কতক২ প্রকাবে হইতে পারে । পক্ষান্তরে কটক ও যশোহর ও ভাগলপুরের কঘিসানর সাহেবেরা ইহার সপক্ষ । কালেক্টর সাহেবের প্রাথ অৰ্দ্ধেক এক দিগে অৰ্দ্ধেক অন্য দিগে । কিন্তু বোর্ডের সাহেবের বোধ করেন যে যে কর্মকারক সাহেবের এই নিয়মের বিষয়ে আপনস মতামত জানাষ্টয়াছেন তাহারদের মধ্যে র্যাকারদের অধিক মান্যতা ও সন্ধিবেচনা ও ব্যবহারের দ্বারা প্রাপ্ত জ্ঞান মাছে তাহারদের মত গ্রহণ করিলে ঐ পদ রহিত করা উচিত বোধ হইবেক এইপ্রযুক্ত সদর বোর্ড তাহাতে সমত আছেন । র্তাহার। অাবে। কহেন যে কোন ২ জিলায় অর্থাৎ, কটক ও বাকরগঞ্জ ও রাজশাহীতে ঐ পদের কার্য্য খাজাঞ্চীর দ্বারা নিৰ্বাহ হইতেছে এবং অন্যান্য জিলায় ঐ কার্য সেই প্রকার কর্মকারকের দ্বারা তুল্য সুগমরূপে নিৰ্ব্বাহ হইতে পারে টহাতে সন্দেহ নাই । ৮ । দুষ্ট হইতেছে যে সূঙ্গের মুহুরীরের পদ কোন > জিলায় ইহার পূৰ্ব্বে রহিত হইয়াছে এবং অন্য২ যে জিলাৰ এখনপর্য্যন্তু তাত বজায় অাছে তাহার কোন ? ঞ্জিলায় কথিত আছে যে ঐ মুহুরীর মা থাকিলে ঐ কালেক্টরীর সিরিশতার কার্য্য উত্তমরূপে নিৰ্ব্বাত হইতে পারে না । বোর্ডের সাহেবের আপনারদের রিপোর্ট সমাপ্ত করণের পূৰ্ব্বে এই বিষয়ের প্রতি পুনৰ্ব্বার দুষ্টি করিবেন কিন্তু এই স্থানে তাহারদের মন্তব্য যে ঐ পদে ৰ কার্য রচিত হইয়াছে সুতরাং ঐ পদ রহিত হওনের যোগ্য এব^ ঐ খাজাঞ্চীরদের মাহিয়ান বাড়াওনেতে সরকারী যে খরচের বৃদ্ধি হইবেক তাহ পোষাইবার নিমিত্তে ঐ সুদের মুহুরীরের মাহিয়না ধরা যাইতে পারে। ৯ । পূৰ্ব্বের রেবিনিউ আকেকন্টেন্ট গ্রযুত ডোBB BBBBBB BBBB BB BBBS BBBBSBB জেনারল সাহেব জজ ও মাজিষ্ট্রেট সাষ্ঠেবেরদের স্বতন্ত্র খাজানfখান কালেক্টর সাহেবেরদের থাক্তানাখানায ভূক্ত করিবার বিষয়ে পরামর্শ দেন না । কিন্তু প্রযুত গ্রান্ট সাহেব আপনার পত্রের শেষে লিখিত লিপিভে এই নিয়মের বিষয়ে অতি প্রবলরুপে উত্তেজনা করিসাড়েন এব^ তিনি এই প্রস্তাব করিয়াছেন যে এই উপায়েব দ্বারা কালেক্টরীর খাজাঞ্চীরদের বৃদ্ধিহওষা মাছিয়ানার কতক ভাগ পোষাইয়া আসিতে পারে অতএব গ্রীযুত গ্রান্ট সাহেবের প্রস্তাবের সঙ্গে ২ এই বিষয়ের বিবেচন। করিতে হয় । যে সকল কর্মকারক এই বিষয় উল্পেণ করি য়াছেন তাহারদের প্রযি সকলেরি মত যে স্বতন্ত্র খাজানাথান রহিত হয । কমিস্যনর সাহেবমাত্র ইতাৰ সপক্ষ। দুষ্ট হইতেছে যে প্রযুত ডোরিন সাহেবের আপত্ত্বি কেবল মাক্তিষ্ট্রেট সাহেবেরদের খাজানাখনি'র
