No dispensary or hospital building, or extension of such building, shall be constructed by a Distriot Board until the plan and estimate of such building or extension shall have been approved by the Civil Surgeon, or if the work is estimated to cost more than Rs. 1,000 by the Inspector-General of Civil Hospitals. In all other matters, the rules of the Government Dispensary Manual for the time being shall, in so far as they are consistent with these rules, and with the Local Self Government Act, apply to all hospitals and dispensaries under the management of Distriet Boards.
