* 9% বিবিধ ভালse % ংগ্রেসের মস্তিত্ব গ্রহণ—“ঝণ্ড উচা রহে estál " -t, “She stoops to conquer 2" ৱধর্ণয় কংগ্রেসের কার্য্যকরী সমিতির গত অধিবেশনে fনম্নমূদ্রিত প্রস্তাবটি গৃহীত হইয়াছে । ” The All-India Congress Committee at its meeting itell in Delhi on March 18th, 1937, passed a resolution affirming the basis of the Congress policy in regard to the New Constitution and laying down the programme to he followed inside and outside the legislatures by Congress members of such legislatures.. it further directed that in pursuance of that policy permission should he given for Congressmen to accept office in provinces where the Congress commanded a inniority in the legislature if the Leader of the Congress Party was satisfied and could state publicly that the Governor would not use his special powers of interference or set aside the advice of Ministers in regard to their constitutional activities. in accordance with these directions the Leaders of Congress Parties who were invited by the Governors to form Ministries asked for the necessary assurances. These not having been given, the Leaders expressed their inability to undertake the formation of Ministries; but since the meeting of the Working Committee on the 28th April last, Lord Zetland, Lord Stanley and the Viceroy have made declarations on this issue on behalf of the British Government. The Working Committee has carefully considered these declarations and is of opinion that though they exhibit a desire to make an approach to the Congress demand, they fall short of the assurance demanded in terms of the A. I. C. C. resolution as interpreted by the Working Committee resolution of the 28th April. Again, the Working Committee is unable to subscribe to the doctrine of partnership propounded in some of the aforesaid declarations. The proper description of the existing relationship between the British Government and the people of India is that of the exploiter and the exploited and hence they have a different outlook upon almost everything of vital importance. The Committee feels, however, that the situation created as a result of the circumstances and events that have since occurred warrants the helief that it will not be easy for the Governors to use their special powers. The Committee has, moreover, considered the views of Congress members of the legislatures and of Congress. inen generally. The Committee has, therefore, come to the conclusion and resolves that Congressmen be permitted to accept office where they may be invited thereto, but it desires to make it clear that office is to be accepted and utilized for the purpose of working in accordance with the lines laid down in the Congress clection manifesto and to further, in every possible way, the Congress policy of combating the New Act on the one hand and of prosecuting the constructive programme on the other. The Working Committee is confident that it has the support and backing of the A. I. C. C. in this decision and that this resolution is in furtherance of the general policy laid down by the Congress and the A. I. C. C. The Committee would have welcomed the opportunity of taking the direction of the A. I. C. C. in this matter, hut it is of opinion that delay in taking a decision at this •tage would he injurious to the country's interests and would create confusion in the public mind at a time when promp and decisive action is necessary.- Inited Press. বাংলায় প্রস্তাবটির তাৎপর্ষ্য এইরূপ :– ১৯৩৭ সালের ১৮ই মার্চ তারিখে দিল্লীতে নিখিল-ভারত কংগ্রেস কমিটির যে অধিবেশন হইয়াছিল, তাহাতে নুতন শাসনতন্ত্র সম্পর্কে কংগ্রেসের নীতির ভিত্তি নির্দেশ করা হয় এবং ব্যবস্থাপক সভার কংগ্ৰেমী সদস্যগণ কর্তৃক তাহার ভিতরে ও বাহিরে অমুসরণের জন্য কৰ্ম্মতালিক নির্দিষ্ট করা হয় । উক্ত অধিবেশনে এই নির্দেশও প্রদত্ব হয় যে, উক্ত কৰ্ম্ম নীতি অনুসারে যে সকল প্রদেশের ব্যবস্থাপক সভায় কংগ্নেদীগণ সংখ্যাগরিষ্ঠতা লাভ করিয়াছেন, ঐ সকল প্রদেশের কংগ্রেসী দলপতিগণ যদি এ বিষয়ে সন্তুষ্ট থাকেন এবং প্রকাশ্যভাবে এইরূপ ঘোষণা করিতে পারেন যে, গবর্ণর ঠাহার বিশেষ ক্ষমত। প্রয়োগ করিবেন না বা উহাদের নিয়মতান্ত্রিক কাৰ্য্যকলাপ সম্পর্কে মন্ত্রীদের পরামর্শ গবর্ণর উপেক্ষা করিবেন না, তাহা হইলে ঐ সকল প্রদেশে কংগ্রেসীগণকে মন্বিত্ব গ্রহণ করিতে অমুমতি দেওয়৷ যাইবে । এই নির্দেশ অমুৰাষ্ট্ৰী ষ সকল কংগ্রেসী নেতাগণকে গবর্ণরগণ মন্ত্রীমণ্ডলী গঠন জঙ্ক আমন্ত্ৰণ করিয়াছিলেন, তাহারা গবর্ণরদের নিকট হইতে মন্ত্রিত্ব গ্রহণপক্ষে প্রয়োজনীয় প্রতিশ্রুতি চাহেন । ঐরুপ প্রতিশ্রুতি প্রদত্ত না হওয়ায় নেতৃগণ মন্ত্রিমণ্ডলী গঠনের দায়িত্ব লইতে অক্ষমতা জ্ঞাপন করেন । কি ও কার্ধ্যকরী সমিতির গত ২৮শে এপ্রিলের অধিবেশনের পর লর্ড জেটল্যাণ্ড, লর্ড ষ্ট্যানলী ও বড়লাট ব্রিটিশ গবর্ণমেণ্টের পক্ষ হইতে এতৎসম্পর্কে মত ঘাষণা করিয়াছেন । কার্যকরী সমিতি বিশেষ সতর্কতার সহিত ঐ সকল ঘাষণ। বিবেচনা করিয়া দেখিয়াছেন এবং এই মত প্রকাশ BBBBB B DDBBB BBBB BBBB BBBBD DBB BBBDS লইবার পথে কিছুদূর অগ্রসর হইতে ইচ্ছা প্রদর্শন করিয়াছেন বটে, কিন্তু নিখিল-ভারত কংগ্রেস কমিটির প্রস্তাবের ওয়ার্কিং কমিটির ২৮শে এপ্রিলের অধিবেশনের প্রস্তাবে কৃত ব্যাথামুযায়ী কংগ্রেস যে প্রতিশ্রুতি দাবী করিয়াছে, ঐ ঘোষণাগুলি তাঙ্ক পূর্ণ করিবার নিকটেও যায় নাই—অনেক দূরে রহিয়াছে । এতদ্ব্যতীত ঐ সকল ঘোষণ-বাণীর কোন কোনটিতে ব্রিটিশ গবল্মেটি ও ভারতীয়দের ষে অংশীদারিত্বের কথা বলা হইয়াছে কার্যকরী সমিতি তাহাতে সায় দিতে অসমর্থ। ব্রিটিশ সরকার এবং ভারতবাসীদের মধ্যে যে সম্পর্ক বিদ্যমান, উহার যথার্থ বর্ণন শোষক ও শোষিতের সম্পর্ক । কাজেই ভারতের জীবনমরণ যাহার উপর নির্ভর করে এরূপ প্রত্যেকটি বিষয়কেই তাহার। বিভিন্ন দৃষ্টিতে দেখিবেন । যাহা হউক কমিটির অভিমত এই ষে,
