By offering a high rate for money, Great Britain, whose security is possibly the best in the world, will attract gold to London, and so prevent the Continental nations, who must have gold to wage war, froင်္gging able to import bullion from America, Africa, Australia, and other places, as well as from such Continental nations as are not likely themselves to be involved in the impending struggle. Finance plays a tremendous part in modern warfare, and the action of the Bank of England will produce a sharp effect. It may not, perhaps, be able now to avert the outbreak of hostilities, but it will be a strong hint to the Continental Powers of the serious financial difficulties which may arise if anything like a continuous attempt is made to draw a new map of Europe, In the meantime, the world is waiting with nervous and excited apprehension, for the formal declaration of war. In the existing state of tension and apprehensioh, they cannot long be delayed. Nor shall we have long to wait before we know what is to be our own position in this matter. But we believe that we are ready for whatever emergency may arise, and are rightly confident that if trial is before us, we shall emerge triumphant from it."
