Decision 1. As the liberation army continues liberating Bangladesh from the enemy hands numerous problems are arising in liberated areas which needs immediate attention of the Govt. Though, all these aspects do not fall within the preview of my responsibility as a military commander for Sector I, I can not absolve myself of my responsibilities as a citizen of Bangladesh towards my country. All. the points mentioned below might have already received due attention of my Govt. I will be only doing my duty if I can be of some constructive use through these points and Suggestions. 2. Law and Order. d. b. In the last eight months there was no semblance of any law and order in the whole of Bangladesh, people expected that after liberation there will be peace and the common people' will enjoy the fruit of freedom with complete sense of honor and security—which they were deprived of for hundreds of years. Unfortunately things are happening otherwise. In the liberated areas people have taken law in their own hands. Worst of all are allegations against Namely Bahini and Gono Bahini whose atrocities can be compared with those of the Pakistan army and in most cases these allegations are painfully true. The reason behind this is (1)the absence of any civil or military law wherein an offender can be detained or punished with proper trial so that people gain confidence in the Govt. machinery. (2)Second reason is that every individual member of Gono Bahini and Niamito Bahini thinks himself to be the competent authority to punish anyone he feels like.
