I share your concern about the continuing conflict in East Pakistan. I have decided that we must take positive steps to bring about an end to these hostilities and thus promote a political solution. To achieve this objective, I have joined in cosponsoring S. Con. Res. 21 and amendment 159 to the Foreign Assistance Act. Here again we have an example of the shocking misuse to which United States arms aid is all too often put by its recipients. Weapons which we provide for the ostensible
