বা প্রধান কাল কর্মচারী কান্তবাবুকে বৎসরে ১৩ লক্ষ টাকায় ভিন্ন ভিন্ন পরগণার জমিদারী বা জমিদারীর জামীন হইতে দিয়াছেন এবং দুই বৎসর পরে তাহাদের মধ্যে দুইটি পরগণা অলাভকর বলিয়া পরিত্যাগ করিতে অনুমতি দিয়াছেন।২৬ উত্ত অভিযোগের একস্থলে এইরূপ লিখিত আছে যে, ওয়ারেন হেস্টিংস ডিরেক্টারদিগের আদেশের বিরুদ্ধে নিজের ইচ্ছানুযায়ী কোন কোন জমিদারকে চিরস্থায়ীরূপে জমিদারীর বন্দোবস্ত করিয়া দিয়াছেন এবং বিশেষতঃ কান্তবাবুকে অতি অম্প বন্দোবস্তে বাহারবন্দ প্রদান করিয়াছেন।২৭
সর্বাপেক্ষা মহামতি বার্ক এই বিষয় লইয়া অধিক আন্দোলন করিয়াছিলেন। বিচার-সমিতির পঞ্চম অধিবেশনে ১৭৮৮ খ্রীঃ অব্দের ১৭ই ফেব্রুয়ারি তিনি বঙ্গদেশের জমিদারদিগের উপর হেস্টিংসসাহেবের অবৈধ অত্যাচারের কথা উল্লেখ করেন এবং তাহাতে স্পষ্টই বলিয়াছিলেন যে, হেস্টিংসসাহেব প্রকাশ্যভাবে জমিদারদিগের জমিদারী নীলাম করিয়া, কলিকাতার বেনিয়ানদিগকে তাহ প্রদান করিতেন। সর্বাপেক্ষা কান্তবাবুই অধিক পরিমাণে এই সুবিধা ভোগ করেন। যদিও কোম্পানীর কর্মচারিগণের বেনিয়ান প্রভৃতি কোনরূপ জমিদারী বা মহালের ইজারা লইতে পাইত না এবং কাহাকেও বাষিক ১ লক্ষ টাকার অধিক রাজস্বে বন্দোবস্ত করার নিয়ম ছিল
২৬ “The said Governor-General did permit and suffer his own Banyan or principal black steward, named Kato Babu to hold farms in different Pargonas, or to be security for farms to the amount of thirteen lacs of Rupees per annum; and that after enjoying the whole of those farms, for two years, he was permitted by said Warren Hastings to relinquish two of them which were unproductive.” (Charge XV, Pt. ২৭ “The said Warren Hastings did not hold himself bound or restrained by the orders of the Court of Directors, but acted upon his discretion; and that he has for partial and interested purposes, exercised that discretion in particular instances, against his own general settlement for one year by granting perpetual leases of farms and zemindaries to persons specially favoured by him; and particularly by granting a perpetual lease of zemindary of Baharband to his servent Canto Baboo on very low terms.” Charge XV, Pt.
