YAHYA KHAN ADAMANT
Mr. Arthur Bottomley,

Labor M.P., Aug. 28.

I want Pakistan and India to come closer. I hope these two countries will become one again. But that will be my hope lest I shall be mistaken for interfering in their internal affairs. I do not want further fragmentation of the Indian sub-continent, because it is culturally great and has high standards in physics and mathematics, so necessary for the development in the modern world. Further fragmentation will prevent these assets from being employed. But Pakistan will be divided if the military is allowed to control the situation there. To avoid this the administration of East Bengal should be handed over to the civilian authorities under the leadership of Sheikh Mujibur Rahman. I had also talked about this when I met Gen. Yahya Khan during my visit to Pakistan, but the general's response to my suggestion was not very favorable. In fact, I told him also that he should learn a lesson from the British; that those whom we imprisoned became leaders of the nation.
