Mr. Dhirendra Nath Dutta: স্যার, Assembly-র বাইরে খুব গোলমাল চলছে, ছেলেদের উপর কোন অত্যাচার হচ্ছে কিনা আমরা জানতে চাই।
Dr. Protap Chandra Guha Roy: সভাপতি সাহেব, যদিও আমাদের adjournment motion move করতে পারি নাই তাহলেও ঐ Adjournment সম্বন্ধে আমাদের House-এর Leader কোন statement দেবেন কি?
The Hon'ble Mr. Khwaja Nazimuddin: Sir, the reason why I was delayed is that I was meeting the members of the Committee of Action. An agreement was signed between us and I have given orders for release of these people. There was an understanding that they would not come near the Assembly Chamber and the Secretariat; but I find that evidently they have come very near the Assembly Hall and are making demonstration. I have withdrawn all the police, under the agreement and they left them in front of the Assembly and the Secretariat building. I do not know what has been happening and I think nothing untoward will happen. This is the position, Sir, since they did not come on the road adjoining the Assembly, I do not think they will be molested.
Dr. Protap Chandra Guha Roy: Sir, ১১ তারিখের ঘটনা সম্বন্ধে কোন Statement দিবেন কিনা?
The Hon’ble Mr. Khwaja Nazimuddin: এ সম্বন্ধে আলোচনা Parliamentary party meeting-এ হয়ে গিয়েছে এবং তার বিবৃতি করা হয়েছে, সে সম্বন্ধে আর অধিক আলোচনা ভাল মনে করি না।
Mr. Provash Chandra Lahiri: মাননীয় সভাপতি সাহেব, House-এর বাইরে যে কি হচ্ছে এবং ছাত্র demonstrator-দের উপর কোন অত্যাচার হচ্ছে কিনা সেটা একবার দেখে এলে ভাল হোত।
The Hon'ble Mr. Khwaja Nazumuddin: With your permission, Sir, I would like to make a statement about what has happened (Interruption). Please listen to me. Please listen to what I have got to say (Interruption).
Mr. Speaker: I appeal to the members to follow the procedure of the House. The Hon’ble Leader of the House will make a statement on the subject and appeal to you all to listen to him.
Mr. Monoranjan Dhar: Sir, আমি নিজে দেখে এলাম এবং প্রধান মন্ত্রীর নিজে গিয়ে দেখা উচিত যে বাইরে কি হচ্ছে। সত্যই যদি এখানে ছাত্রদের উপর পুলিশের কোন অত্যাচার হয় তা হলে সেটা বড় দুঃখের বিষয় হবে।
The Hon'ble Mr. Khwaja Nazimuddin: Sir, since this morning I have been in consultation with the Committee of Action which represent various organizations who have started this movement. As a result of our discussion certain agreements were arrived at and they were given permission to go to jail and see who were there. They came back and signed the agreement. I gave order for release of all people who have been in jails. They wanted me to withdraw all the police. I gave orders for the withdrawal of the police except in front of the Assembly and the Secretariat. I assured them and also gave orders that the police will be withdrawn. They should not come before the Assembly. They can go anywhere else they like provided they do not come before the Assembly. They can go to Ramna or any other place. I do not know what has happened. Why they are making demonstrations here? Here is a copy of the agreement. All the police have been withdrawn except in front of the Secretariat and the Assembly. I think the Committee of Action has been disowned, or what has happened I do not know. (Noise).

"After discussion with the members of the Joint State Language Committee of Action it was agreed as follows:
1. All those who have been arrested in connection with the Bengali language issue from the 29" February, 1948, will be released immediately.
2. The Hon'ble the Prime Minister will enquire into the alleged excesses by the police and issue a statement within a month.
3. In the first week of April, 1948 on a day reserved for the unofficial business of the East Bengal Legislative Assembly a special motion will be moved recommending that Bengali should also be one of the State languages and given the same status as Urdu in Pak Assembly and in Central Govt. examinations.
In today's party meeting this question will be discussed.
4. An official resolution will be moved in the Assembly in April proposing that as soon as English is replaced it will be by Bengali as the official language of the province, and the medium of instruction will be in Bengali but in schools and colleges the mother tongue of the majority of the students will have preference.
5. No victimization of anyone who has taken part in this movement.
6. The ban on papers will be withdrawn.
7. Wherever section 144 has been imposed in East Bengal in connection with the language question with effect from the 29" of February will be withdrawn.
8. After discussion with the Committee of Action. I am satisfied that this movement was not inspired by the enemies of the State."
Dr. A.M. Malik: মাননীয় সভাপতি সাহেব, আমাদের House-এর Leader এখন যে বল্লেন সব জায়গা হতে Police তুলে নেওয়া হয়েছে কিন্তু আমি দেখে এলাম Police তুলে নিয়ে Military বসান হয়েছে। Mr. Abu Taiyab Mazharul Haque: স্যার, আপনি নিজে গিয়ে দেখুন।
The Hon’ble Mr. Khwaja Nazimuddin: এখানে Military প্রথম থেকে বসান ছিল। The military was posted here from the beginning and the police have been withdrawn from other parts. They were all over Ramna, but from all those places the police have been withdrawn and no arrests have been made, nobody is being interfered with. The arrangement was that they would not come before the Assembly or go to the Secretariat, but they could go anywhere else they liked. (Great uproar in the House).
Mr. Mafizuddin Ahmed: Sir, ১১ তারিখে যে সমস্ত ছাত্রদের গ্রেপ্তার করা হয়েছে তাদের ছেড়ে দেওয়া হয়েছে কি?
Mr. Abdul Momin: একজনে বললে ভাল হয়।
Mr. Shamsuddin Ahmed: Sir, আমরা যখন আসি তখন বহু জায়গায় পুলিশ দেখেছি। কি agreement হয়েছে আমি তা জানি না। যাই হউক তিনি যে agreement-টা পড়লেন ওটা বহু গণ্ডগোলের ব্যাপার, তিনি যদি ব্যাপারটা নিজে গিয়ে একবার দেখে আসেন তা হলে ভাল হয়।
Mr. Muhammad Ali: Sir, fresh developments must have arisen by this time It seems the demonstrators want to come to this place because this is the only forum where the representatives of the people ventilate their grievances. Therefore the matter should be taken in session of the House. I do not suggest that the Premier should personally present and see that what their grievances are. It is better that you, Sir, your representative should find out what the demonstrators want and what their grievances are, so that we may understand what is the position, and how far it possible to redress their grievances.
Mr.Masihuddin Ahmed: সভাপতি সাহেব, আমি এই House-কে একটা সংবাদ দিচ্ছি, আপনারা জানেন যে একটা agreement স্বাক্ষরিত হয়েছিল কিন্তু এখনই শুনতে পেলাম যে Mr. Gafur ইউনিভারসিটি প্রাঙ্গণে ঢুকে সেখানে মহিলা ছাত্রীদের উপর tear gas open করেছে, তার ফলে যে agreement হয়েছিল তা নষ্ট হয়ে গিয়েছে এবং তারই জনে্য বাহিরে demonstration হচ্ছে, আমি আশা করি Leader of the House বাহিরে গেলে সব বুঝতে পারবেন। মিঃ গফুর এই situation create করেছে।
Mrs. Anwara Khatun: Sir. আমার একটা বক্তব্য আছে।
Mr. A. K. Fazlul Huq: On a point of order. Sir, I suggest that the Leader of the House should go out and see what is happening outside. Unless that is done we will not allow the proceedings of the house to go on. Our feelings cannot be trampled like this. This is not of ছেলে খেলা. The Leader of the House must go outside just now. He must go, must go, must go.
Anwara Khatun: Sir, আমার একটা বক্তব্য আছে।
Mr. Speaker: Mr. Fazlul Huq, I am very sorry to say that what you have spoken was not on any point of order. As an old parliamentarian, you should know what a point of order is and what not a point of order is. The Leader of the House made a statement in connection with the language question. After this I cannot ask him to take any action in the matter. He is quite aware of his duties. If you so like you can request him to take further action in the matter outside the house.
Mr. Dhirendra Nath Dutta: Mr. Speaker, Sir, Mrs. Anwara Khatun কিছু বলতে চাচ্ছেন।
Mrs. Anwara Khatun: স্যার, গত ১১ই মার্চ তারিখে যা হয়েছে, তা হয়েছে। আজ পুলিশ মেয়েদের গায়ে হাত দিয়েছে, গলা টিপে মেরেছে, তার প্রতিকার চাই। ঐ সমস্ত চোরামি এখানে চলবে না। আমরা চাই Chief Minister সেখানে গিয়ে দেখে আসুন।
Mr. Shamsuddin Ahmed: Sir, মেয়েদের গায়ে পুলিশ হাত তুলেছে। আমরা এর প্রতিকার চাই। এই মুহুর্ত্তে সকলের resign করা উচিত।
Mr. Speaker: The House stands adjourned still 4.55 P.M.
After Adjournment
Mr. Mohammad Ali: Sir, I made a suggestion that you should take up the matter in your own hand as the demonstration is going on in front of the Assembly. Sir, this is the House of the representatives of the masses and when some people are demonstrating in front of us, we would like to know what are their grievances and how they can be redressed. You are the best person to take up the matter in your own hand by holding a conference in your Chamber with some of the members of the House and some representatives of the demonstrators. And then we would be in a position to know what are their grievances and whether it is within the competece of the House to redress them. I would, Sir, like to know what you propose to do with my suggestion.
Mr. Muhammad Rukunuddin: Mr. Speaker, Sir, ছেলেরা আমাদের প্রাণ, ছেলেদের শান্তি আমাদের শান্তি; তাদের অশান্তি আমাদের অশান্তি, গত ২/৩ দিন যাবৎ যা চলছে এবং আজও যা চলছে তা নিতান্তই অপ্রীতিকর। একটা compromise হওয়ায় আমরা আনন্দিত ও নিশ্চিত হয়েছিলাম। কিন্তু সে compromise ভঙ্গ হয়েছে। আমাদের দেখা দরকার কি জন্য কাদের উস্কানিতে এমন একটা সুন্দর compromise ভঙ্গ হল, একটা enquiry হওয়া উচিত এবং যারা এর জন্য দায়ী তাহদের উপযুক্ত বিচার হওয়া উচিত।
Maulana Abdul Hamid Khan: জনাব সদর সাহেব, এখানে যাঁরা সদস্য আছেন তাঁরা সকলেই স্বীকার করবেন যে এটা বাংলা ভাষাভাষীদের দেশ, এই Assembly-র যিনি সদর তিনিও নিশ্চয়ই বাংলাতেই বলবেন। আপনি কি বলেন আমরা তার কিছুই বুঝিতে পারি না, আপনি যা বলেন তার সহিত সদস্যদের discussion-এর কোন সংস্রব থাকতে পারে না। আপনি যদি বাংলায় Ruling না দেন তা হলে আমরা আপনার আলোচনার শরীক হ'ব কি করে, আমি আশা করি আপনি ruling দিবেন যেন সবাই বাংলাতে বলেন এবং আপনিও বাংলাতে ruling দিবেন।
Mr. Speaker: মাননীয় মেম্বর যা বলছেন সে সম্বন্ধে আমার বক্তব্য হচ্ছে এই যে এখন পর্যন্ত এই Assembly-তে ঠিক হয় নাই যে কোন ভাষায় এই Assembly-র কাজ হবে, তা নির্ভর করে এই Assembly-র সদস্যদের সিদ্ধান্তের উপর। এখনও এই রূপ কোন সিদ্ধান্ত এই Assembly-তে হয় নাই, যে পর্যন্ত এইরূপ কোন সিদ্ধান্ত না হয় সে পর্যন্ত যিনি যে ভাষা জানেন তিনি সেই ভাষায় বলবেন, এটা Ruling-এর বিষয় নয়।
Moulana Abdul Hamid Khan: আপনি কোন ভাষায় বলবেন? সদর সাহেব, আমি আশা করি ইংরেজী বর্জ্জন করে বাংলা ভাষাতেই যাতে সকলে বলেন তার ব্যবস্থা করবেন।
